Effective January 1, 2002.","effective":"2002-01-01","html":"<p>From time to time during the course of study upon a proposed plan of reorganization, the commission may do any of the following:</p><p>(a) Extend the time for completion and submission of the report and recommendation of a reorganization committee.</p><p>(b) Change the scope of the study by the addition or deletion of territory or subject districts, except that the authority granted to a commission under this subdivision shall not apply to a change of organization or reorganization as described in subdivision (a) of Section <a href=\"/gov/56853\">56853</a>.</p><p>(c) Authorize the committee to develop, study, report, and make recommendations upon alternative plans of reorganization.</p>","text":"From time to time during the course of study upon a proposed plan of reorganization, the commission may do any of the following: (a) Extend the time for completion and submission of the report and recommendation of a reorganization committee.
