The board shall have the same powers and requirements as a public financing authority, unless otherwise specified.</p><p>(b) The legislative body shall ensure the district board is established at the same time that it adopts a resolution of intention pursuant to Section <a href=\"/gov/62304\">62304</a>.</p>","text":"(a) A district shall be governed by a board that has the same membership as a public financing authority as described in Section 53398.51.1.
