(SB 625)   Effective January 1, 2026.","effective":"2026-01-01","html":"<p>(a) For purposes of this chapter, “disaster” means a declared disaster or state of emergency, including, but not limited to, any of the following:</p><p>(1) A state of disaster or emergency declared by the federal government.</p><p>(2) A state of emergency proclaimed by the Governor pursuant to Section <a href=\"/gov/8625\">8625</a>.</p><p>(3) A local emergency proclaimed by a local governing body or official pursuant to Section <a href=\"/gov/8630\">8630</a>.</p><p>(b) The Legislature finds and declares that this chapter addresses a matter of statewide concern rather than a municipal affair as that term is used in Section <a href=\"/gov/5\">5</a> of Article XI of the California Constitution.
