Prior to the letting of such a contract, the Reporter of Decisions shall advertise for proposals for the publication of the reports pursuant to Section <a href=\"/gov/6061\">6061</a> of this code in a daily paper in Sacramento, one in Los Angeles, and one in San Francisco.
