Notwithstanding Section <a href=\"/hsc/25192\">25192</a>, all fines and penalties collected by the department pursuant to this article shall be deposited in the fund.</p><p>(b) The moneys in the fund shall be expended, upon appropriation by the Legislature in the annual Budget Act, solely for the full implementation of this article by the department.</p>","text":"(a) The Brake Friction Materials Water Pollution Fund is hereby established in the State Treasury.
