Section operative June 1, 2004, by its own provisions.","effective":"2004-04-19","html":"<p>(a) Any employer or insurer that knowingly violates Section <a href=\"/lab/5814\">5814</a> with a frequency that indicates a general business practice is liable for administrative penalties of not to exceed four hundred thousand dollars ($400,000). Penalty payments shall be imposed by the administrative director and deposited into the Return-to-Work Fund established pursuant to Section <a href=\"/lab/139.48\">139.48</a>.</p><p>(b) The administrative director may impose a penalty under either this section or subdivision (e) of Section <a href=\"/lab/129.5\">129.5</a>.</p><p>(c) This section shall become operative on June 1, 2004.</p>","text":"(a) Any employer or insurer that knowingly violates Section 5814 with a frequency that indicates a general business practice is liable for administrative penalties of not to exceed four hundred thousand dollars ($400,000).
