Effective January 1, 1995.","effective":"1995-01-01","html":"<p>The board, in consultation with rural cities and rural counties, shall develop model programs and materials to assist rural cities and rural counties in complying with the requirements of Chapter 2 (commencing with Section <a href=\"/prc/41000\">41000</a>) and Chapter 3 (commencing with Section <a href=\"/prc/41300\">41300</a>).
