Effective July 24, 1995.","effective":"1995-07-24","html":"<p>(a) The commission shall require telephone corporations and providers of information-access telephone services to institute a method of handling subscriber complaints concerning these services, which shall include provision for a waiver of all of the charges for these services for a first occasion of their inadvertent or mistaken use.</p><p>(b) Every telephone corporation and provider of information-access telephone services providing messages that constitute harmful matter, as defined in Section <a href=\"/pen/313\">313</a> of the Penal Code, shall provide for a one-time waiver of all subscriber charges associated with a collect call when the call contains harmful matter and the person making or accepting the call is a minor.</p>","text":"(a) The commission shall require telephone corporations and providers of information-access telephone services to institute a method of handling subscriber complaints concerning these services, which shall include provision for a waiver of all of the charges for these services for a first occasion of their inadvertent or mistaken use.
