When that service is provided, the department shall charge a fee of not less than five dollars ($5) for each person fingerprinted.</p><p>(b) Whenever the department submits the fingerprints of an applicant for a license or certificate to the Department of Justice, and is required to pay a fee pursuant to subdivision (e) of Section <a href=\"/pen/11105\">11105</a> of the Penal Code, the department, without the necessity of adopting regulations, shall charge the applicant a fee sufficient to reimburse the department for that fee.</p>","text":"(a) The department may provide fingerprint service to the general public.
