Effective July 21, 1993.","effective":"1993-07-21","html":"<p>The Department of the Youth Authority shall, in the implementation of this article, do all of the following:</p><p>(a) Determine county eligibility for partnership funding.</p><p>(b) Distribute partnership funds to qualified counties quarterly based on the average daily population of the county’s juvenile ranches, camps, and forestry camps for the previous fiscal quarter.</p><p>(c) Monitor county compliance with eligibility requirements.</p><p>(d) Provide technical assistance to counties to prevent unnecessary commitments to the Department of the Youth Authority and to expand the capacity of the counties to confine, discipline, and treat juvenile offenders in a manner consistent with public safety.</p>","text":"The Department of the Youth Authority shall, in the implementation of this article, do all of the following: (a) Determine county eligibility for partnership funding.
