Added by Stats. 1994, Ch. 668, Sec. 15. Effective January 1, 1995.

Unless a change in law, as contrasted with a clarification, has clearly been made, this code, as it existed on January 1, 1993, shall be deemed declaratory of the meaning of this code as it existed prior to January 1, 1993.
