ARTICLE 1. Optional Services and Enhanced Services Provided to the Public

It is the intent of the Legislature that the fees or charges authorized by this chapter are for optional services that the public may or may not choose to purchase, and are not taxes for the purposes of Article XIIIA of the California Constitution.
