Public Resources Code § 7603
CHAPTER 3. Sale of Inland Lake and Unsegregated Swamp and Overflowed Lands
No application to purchase land under this chapter shall be approved until the expiration of 90 days from the filing thereof, and meanwhile the land is subject to the adverse claim of any actual settler who resided thereon when the application was filed.
