Public Utilities Code § 17301

ARTICLE 1. Annexation of Unincorporated Territory

Unincorporated territory contiguous or noncontiguous to a district may be annexed to the district in the manner provided in the District Reorganization Act of 1965 (commencing with Section 56000 of the Government Code).
