Water Code § 39931

ARTICLE 2. Conduct of Election

On the ballots provided for the formation election shall be printed:

(a) To the right of or below the question on the ballot, the words “Yes” and “No” on separate lines, with voting targets.

(b) The names of persons to be voted for at the election.
