Water Code § 50401
CHAPTER 3. Districts Formed to Operate Without a Board
When the petition is granted, the district is organized and the owners of the lands have all the rights, immunities, privileges, and duties granted to boards and in all proceedings the names of the owners shall be used instead of the names of trustees.
