Water Code § 6451
CHAPTER 9. Dams Under Construction Prior to August 14, 1929
Construction work on such a dam may proceed, if an application for approval thereof is filed, until an order from the department is received approving the dam or specifying how its construction must be made or altered to render it safe. After receipt of an order directing the construction of such a dam, work thereafter must be in accordance with the order.
