Water Code § 7002
ARTICLE 3. Contribution of Expenses of Jointly Used Wells, Pumping Plants or Conduits
If any person neglects, after demand in writing, to pay his proportion of the expenses under the next preceding section, he is liable therefor in an action for contribution, and in any judgment obtained against him interest from the time of demand shall be included.
